Just write the simple request,
"Please DO NOT appeal the Army Corps' Decision regarding the inflatable dam."
Sign the card/letter, and include your address.
Ask your relatives, friends, and coworkers to do the same.
If you live outside of Luzerne County, perhaps you fish or paddle in the River, or maybe you birdwatch along the River's shores. Consider including that information along with your request.
